NGO Raphael was founded in 1959 in Dehradun, Uttaranchal, India, with its mission to provide relief from suffering.
Shiv Sadan is a residential complex for burnt out Leprosy patients. They live with their family, working as useful members of the community in either the Sheltered Workshop or in other areas. A Medical officer attends to their medical needs.

Shiv Sadan is built in rows of low - slung buildings. Each unit houses between four to six independent quarters.
